Demnlus Johnson III is a lifelong Richmond resident, a proud graduate of Howard University, and a dedicated public servant committed to building a more just, vibrant, and inclusive Richmond for all.
From his earliest days growing up in the Iron Triangle to serving as Richmond’s Vice Mayor, Demnlus has never wavered in his belief that public service is a tool for transforming communities. His career spans local, county, and state government, as well as public and charter schools—bringing a unique, hands-on understanding of how systems work and how they can work better for the people.
A Proven Record of Leadership
As a Richmond City Councilmember and later as Vice Mayor, Demnlus helped manage a $300 million city budget, drafted ordinances on housing and zoning, and built partnerships that expanded economic opportunity. He was instrumental in creating policies that advanced housing equity, public safety, sustainable development, and workforce expansion.
At the county level, he served as a District Representative for Contra Costa County Supervisor Federal Glover, where he led civic engagement campaigns, hosted town halls, and helped deliver vital services to unincorporated communities like Rodeo and Pacheco.In education, Demnlus has worked across systems where he’s supported school site councils, legislative advocacy, and parent engagement, always centering the needs of youth and families.
Education & Values
Demnlus holds a Master in Public Affairs from UC Berkeley’s Goldman School of Public Policy and a Bachelor’s degree from Howard University, where he majored in Communications and minored in History. He is also a proud holder of the California County Senior Executive Credential.
His work is grounded in the belief that every resident—no matter their zip code—deserves access to high-quality services, safe neighborhoods, good jobs, and a government that listens and delivers.
