His plan centers on delivering tangible improvements across five key areas:
Developing Land for Community Benefit
Richmond is rich in land—Demnlus will make sure it’s used to benefit our people, not outside interests. His plan includes:
Negotiating and advancing major developments: Hilltop, Terminal One, Metro Walk Phase II, Mira Flores, Nystrom Village, and more.
Implementing master-planned communities with housing, schools, parks, and jobs in North Richmond and along the shoreline.
Revitalizing Richmond’s Business Districts & Neighborhoods
Every part of Richmond should be thriving—not just a few. Demnlus will:
Create an Economic Development Strategy for revitalizing Hilltop, Downtown, 23rd Street, San Pablo Avenue, and Cutting Blvd.
Establish Entertainment Zones to promote nightlife, local artists, and small businesses.
Launch a Business District Development Plan and Contracting Equity Program to ensure Black, Brown, and local businesses get their fair share of city contracts.
Host public workshops to teach residents how to bid on city projects and apply for grants.
Delivering on Public Health, Housing
& Education
Demnlus believes basic needs are not luxuries. As Mayor, he will:
Push for a maternity and trauma hospital at the old Kaiser or Richmond Hospital site—partnering with Kaiser, or Lifelong.
Expand housing options through renovation, infill development, and workforce housing for educators and public employees.
Clean up our neighborhoods through a Richmond Improvement Plan that tackles blight, roads, sidewalks, alleyways and parks—block by block.
Introduce a Universal Basic Income pilot to support working families and youth in transition.
